People’s Initiative strengthen the local government by increasing revenues of local government units and extending the term of office of local officials by amending section 5, 6, 7, and 8 of Article X Local Government of the 1987 Philippine Constitution. Together with the Labor Party Philippines, Citizen Crime Watch, and Gov. Mandanas they have proposed an amendment for the Article X Local Government.
Each local government unit shall have the power to create its own sources of revenues provided that the guidelines and limitations of the administration, implementation, collections, disbursements and sharing among local government units such as taxes, fees, and charges shall be determined by the provinces, or autonomous regions, or highly urbanized cities, or independent component cities within their respective territories.
Local government units shall have a share in all national taxes, which shall not be less than 50% of the total collections based on the second year preceding the current fiscal year and which shall be automatically released to them. Local government units should also be entitled to have an equitable share in the proceeds of the utilization and development of the national wealth which shall not be lower than 50% of the total collections in the preceding year and the provinces, autonomous regions, highly urbanized cities, and independent component cities shall also have the control, supervision and administration of the proceeds of all national resources and wealth within their respective territories.
The Philippine Media industry had the capabilities and strategies to stay on top of the societal triangle which include the government and the audience in this network society driven by interactive and emerging media. The Balikatan People’s Alliance with Balikatan Transport Cooperative had their public event at Covered Court, Brgy. Pinagtipunan, City of Gen Trias. carrying the goal of their team as community against injustice, corruption, abuses, terrorism, and illegal drugs as Public Service Office (PUSO). They are known as the Balikatan Aksyon Agad.
One of the guest speakers are Shariff Ibrahim Albani and National President Mel Chavez who tackles about the history of Labor Party Philippines. Albani shared that when he was young he was part of the national martial arts as a player. Albani said “Bakit hindi natatapos ang hidwaan at gulo dito sa ating bansa lalo na sa Mindanao? Ano ba ang batas ng ating mga ninuno noon hindi ba’t ang holy scripture which is the Bible. Kung tutuusin we are the most richest country in the whole world pero hindi ito paniniwalaan ng mga kababayan nating Pilipino, bakit? Gutom ang sambayanang Pilipino mula Batanes hanggang Tawi-Tawi, maraming natutulog sa lansangan, and what is the root cause of this hardships? Poverty. We can’t unite as one because ang tingin natin sa mga kapatid nating Muslim ay abusayaf, terorista, mamamatay tao, but if we are going to take a look at the history. The great defender and fighter are our brother Muslims, let us face the reality maraming taong pulubi sa sarili nilang bayan.

The Madrigal Foundation headed by Ms. Therese Madrigal launched the “Para Kay Manong Toda” as one of the advocacies of Madrigal’s Foundation. The project that aids the well being of the tricycle drivers who are exposed with all environment threat like pollution and heat stroke.
The press conference was attended by the following panelist which are Shariff Ibrahim Albani, Manny SD Lopez, Migui Moreno, Mario Batuigas, Vice Mayor Arnel Catimbuhan, Bong Quiroga, Rey Castro, Rose Bistoyong, Eva Lisa Adoremos, and Ms. Therese Madrigal. The event was moderated by PTV anchor Emelie Katigbak and Manila Times Business Writer Engr. Grace Bondad Nicolas. The main key points of the discussion are the health benefits for the TODA, government benefits, livelihood training for the families of TODA, and benefits such as free haircut, massage, facial, and therapy.
For the second set of discussion Mario Batuigas, Shariff Ibrahim Albani, and Migui Moreno was asked by Manila Times Business Writer Engr. Grace Bondad Nicolas about ‘the bill that they are going to push through once they win the upcoming election.’ Albani said “I will push through the Baranggay Multi-Purpose Cooperative because if mag pupunta kayo sa Tawi-Tawi kung saan ako ng galing. Doon walang tubig, walang kuryente, walang TODA, wala lahat hindi mo matatawag yun na community because if the barangay is weak, the government is weak. If the barangay is strong, the government is strong. Do not ask help from our government, make a way to help our government that’s why I go with Barangay Multi-Purpose Cooperative.”
